Memorandum of Cooperation to Empower Inmates and Released Prisoners

As part of the Human Resources Development Fund’s efforts to promote economic and social empowerment and support the participation of all segments of society in the national development journey, HRDF signed a Memorandum of Cooperation with the National Committee for the Care of Prisoners, Ex-Prisoners and Their Families (Tarahum). The memorandum aims to support the rehabilitation and empowerment of inmates and released prisoners and prepare them for integration into the labor market. 

The signing ceremony was held under the patronage of H.E. Minister of Human Resources and Social Development Eng. Ahmed bin Sulaiman Al Rajhi, and in the presence of HRDF Director General Mr. Turki bin Abdullah Al-Jawini and Secretary-General of the National Committee for the Care of Prisoners, Ex-Prisoners and Their Families (Tarahum) Eng. Ahmed bin Adlan Al-Shammari. The ceremony took place yesterday, Wednesday, at the Ministry’s headquarters in Riyadh. 

The memorandum will enhance integration and cooperation between HRDF and the Committee, enabling inmates and released prisoners to benefit from the HRDF’s human capital development programs and services, most notably career guidance and counseling services and self-employment support. It will also contribute to enhancing their skills and developing their capabilities in line with labor market needs through e-training programs. 

The memorandum also seeks to expand access to HRDF’s programs and services, enhancing opportunities for rehabilitation, training, and empowerment. This will help beneficiaries acquire the skills and experience needed to strengthen their professional readiness and competitiveness in the labor market, supporting the sustainability of their economic and social participation. 

The memorandum builds on HRDF’s approach to establishing strategic partnerships with various entities and strengthening integration between the human capital development ecosystem and relevant organizations. This contributes to enhancing the readiness of national talent and expanding opportunities for training, rehabilitation, and empowerment. 

The memorandum reflects HRDF’s commitment to supporting national development objectives, promoting inclusive economic participation, and contributing to sustainable development opportunities that enable all segments of society to develop their capabilities and benefit from available labor market opportunities. These efforts contribute to enhancing quality of life and building a vibrant society and prosperous economy.
