Support Training and Qualification of Social Security Beneficiaries
As part of the efforts of the Human Resources Development Fund (HRDF) and the Education Support Association “Ta’allum” to enhance the economic and social empowerment of the children of social security beneficiaries, and to achieve the objectives of Saudi Vision 2030 in improving quality of life for all members of society and encouraging their participation in the national development journey, the Fund and the Association have signed an agreement to support the training and qualification of social security beneficiaries at a cost exceeding SAR 106 million.
The agreement was signed under the patronage and in the presence of His Excellency the Minister of Human Resources and Social Development and Chairman of the Boards of Directors of both the Fund and the Association, Eng. Ahmed bin Sulaiman Al-Rajhi. It was signed today, Sunday, at the Ministry’s headquarters in Riyadh by Mr. Turki bin Abdullah Al-Jawini, Director General of the Fund, and Dr. Adel Al-Omari, Secretary-General of the Association.
This agreement comes within the framework of the Fund’s and the Association’s efforts to empower national talents among social security beneficiaries by equipping them with the skills and capabilities needed to enhance their integration into the labor market. It aims to support their transition from reliance on assistance to employment and financial independence, thereby improving their quality of life and enabling their active participation in the labor market, while also contributing to the goals of Saudi Vision 2030 in building an inclusive society that enables all its members to contribute to national development.
Under the agreement, the Fund will cover all training costs for beneficiaries in accordance with the support mechanism for job seekers within the technical and specialized vocational training track. This will include a number of high-quality professional diplomas aligned with labor market needs, in fields such as occupational safety and health, supply chain management and logistics services, event organization and management, accounting, and taxation.
It is worth noting that the Fund seeks to build strategic partnerships with both the public and private sectors to empower national talents, enhance their competitiveness in the labor market, strengthen their readiness, and support their participation in promising and specialized sectors—keeping pace with the dynamic nature of the labor market and its shift toward a knowledge-based economy and global competitiveness. Meanwhile, the Association focuses on providing educational opportunities and investing in youth among social security beneficiaries and other vulnerable groups to empower them and enhance their participation in the labor market.
The Social Security Beneficiaries Empowerment Program, implemented by the Ministry of Human Resources and Social Development, enabled 23,394 beneficiaries during the first quarter of 2025—surpassing the target number of 21,246 beneficiaries—demonstrating the program’s effectiveness and its ability to create a tangible impact in empowering beneficiaries and increasing their capacity to enter and compete in the labor market.
