An e-service that allows individuals registered on the “Bahr” platform to apply for the Freelance Support Program to receive a monthly subsidy. The subsidy amount is calculated based on actual income from completed projects on the platform.
Service Level Agreement- Visit the HRDF portal and choose the Freelance Support Product – Independent Workers Track.
- Log in via the National Unified Access system.

- The system verifies eligibility automatically via integrated entities.
- Enter and confirm your bank IBAN.
- Submit the registration request.
- Receive a confirmation notification if eligibility is met.
- National ID number.

- Beneficiary’s active bank IBAN number.
- The beneficiary must be between 18 and 60 years old.
- The beneficiary must not be employed in the private sector (this condition excludes the Flexible Work Track).
- The beneficiary must not be employed in the government sector.
- The beneficiary must not be a full-time student, except for “affiliated” students.
- The beneficiary must not have an active commercial registration, with ownership status as an owner or partner.
- The beneficiary must have a valid and active IBAN at the time of registration in the tracks.
- The beneficiary must not have previously received the full support from the product (24 months).
- The beneficiary must not be active in any other track of the Freelance Support Program.
- The beneficiary must not be permanently excluded from any of the product’s tracks.
- The beneficiary must not have canceled their registration or been excluded due to the instability condition within the past two months in any track.
- The beneficiary must not be a member of the military.
- The beneficiary must not be retired.
- The beneficiary must not be an active trainee in the On-the-Job Training Program (Graduate Development Program).
- The beneficiary must not be registered and active in any of the Employment Support Programs.
- The beneficiary must not be registered and active in the Job Search Assistance Program (Hafiz).
- The beneficiary must not be registered and active in the Training Support Agreements Program.
- The beneficiary must not be permanently excluded from any track of the Freelance Support Program.
- The beneficiary must be registered on the Bahr platform at the time of registration and eligibility.
- The beneficiary must have a valid and active Freelance Work Permit at the time of registration, which must remain active throughout the support calculation period until billing eligibility.
The “General Track” is intended for individuals registered on the Bahr platform. It provides financial support based on the total monthly income of Saudi freelancers working in specialized and operational fields such as design, programming, translation, digital marketing, consulting, event planning, tourism services, and more. It targets those registered on Bahr, a platform under the umbrella of the “Tis’ah A’shar” initiative. The aim is to support modern work models and provide financial stability for beneficiaries through monthly support.
The Freelance Support Program includes three main tracks that enable individuals to receive monthly financial support:
- Ride-Hailing Track: Targeted at those working in vehicle ride-hailing applications, requiring registration in one of the approved apps.
- Delivery Track: Targeted at workers in delivery applications. Support is calculated based on the number of completed orders and the income generated.
- General Track: Targeted at individuals registered on the Bahr platform. It supports Saudi freelancers in specialized and operational fields such as design, programming, translation, digital marketing, consulting, event organization, tourism services, and more. This track is accessed through the Bahr platform under the “Tis’ah A’shar” initiative.
To be eligible for the Freelance Support Program – General Track, the beneficiary must meet the following conditions:
- Be between the ages of 18 and 60.
- Must not be employed in the private or public sector.
- Must not be a full-time student; part-time students (‘Muntasebeen’) are exempt.
- Must not own an active commercial registration, either as an owner or partner.
- Must have a valid and active IBAN.
- Must not have already received the full 24 months of support from the program.
- Must not be active in any other track of the Freelance Support Program.
- Must not be permanently excluded from any Freelance Support Program track.
- Must not have canceled registration or been excluded due to instability within the last two months in any track.
- Must not be a military personnel or a retiree.
- Must not be actively training in the On-the-Job Training Program (Graduate Development Product).
- Must not be registered and active in any employment support programs.
- Must not be registered and active in the Job Search Assistance Program (Hafiz).
- Must not be registered and active in any Training Support Agreement Programs.
- Must not be permanently excluded from any Freelance Support Program track.
- Must be registered on the Bahr platform at the time of application and eligibility assessment.
- Must hold a valid freelance license (with a link to the Freelance Work Portal) at the time of registration and throughout the support period.
Income is calculated based on the “total payments” approved in the beneficiary’s wallet on the Bahr platform. These are the completed projects during the period from the 1st to the last day of the Gregorian month. The data is automatically reflected in the Human Resources Development Fund unified platform’s dashboard, detailing the number and value of completed projects.
The total income transferred to the beneficiary’s wallet on the Bahr platform must be at least SAR 700 to receive 40% support of the total income during the eligibility period (from the 1st to the last day of the Gregorian month). If the income is less, the eligibility status is marked as “ineligible” for that month, and no support is disbursed.
A monthly support amount is provided to the beneficiary at a rate of 40% of their monthly income (based on total income data and performance data received from the Bahr platform), with a maximum support cap of SAR 3,000 per month.
An additional preferential support of 10% of the monthly income is granted to (females – persons with disabilities), provided that the total support amount does not exceed SAR 3,000.
The total support duration for each beneficiary is 24 months, which applies across all tracks of the Freelance Support Program.
From the 5th to the 7th day of the month following the eligibility period. Data is imported from the Bahr platform and includes approved projects (completed or ongoing) and the income value of each project. This information is then displayed in the beneficiary’s dashboard on the unified Human Resources Development Fund platform.
Only income from projects that have been completed or are ongoing, and whose payments have been actually transferred to the beneficiary’s wallet during the eligibility month, are counted. Active projects with no recorded transfers to the wallet by the end of the month are excluded.
You can submit a performance data objection in the Freelance Support Program – General Track by following these steps:
- Log in to the unified platform using National Access credentials.
- Go to the General Track dashboard.
- Review the monthly performance data displayed.
- Make sure the objection period (5 days from data publication) is still open.
- Click the “Submit Objection” button next to the desired month.
- Select the project you want to object to.
- Enter the actual income amount you earned.
- Click the “Submit Request” button.
- The objection will be saved and electronically sent to the Bahr platform for review and verification. You must also follow up with the Bahr platform to resolve the objection before the next data re-pull (10 days after the data viewing period ends).
If a beneficiary is eligible but does not meet the required income for 3 consecutive months, they are disqualified from the track. They may not re-register in the same or any other Freelance Support Program track until 60 days after the first disqualification. If this happens again in the same or any other track, the individual is permanently disqualified from all tracks and cannot re-register
To withdraw from the track, follow these steps:
- Log in to the unified platform using National Access credentials.
- Go to the beneficiary’s dashboard.
- Click on the “Withdraw from Track” button.
- Select the reason for withdrawal from the list.
- Confirm the withdrawal request.
- You will receive a notification that your status has been updated to “Withdrawn.
Note:
Support stops immediately after withdrawal, and you may not re-register in any Freelance Support Program track until 60 days have passed since the date of withdrawal
Verification is done instantly by the Central Bank. If the account is inactive or not owned by the beneficiary, an error message is displayed requiring the beneficiary to update the IBAN to proceed with support disbursement.
Yes. Having an active commercial registration or being employed in the government, military, or private sector will automatically render the beneficiary “ineligible.”
The support amount is deposited on the 25th day of the Gregorian month following the eligibility month for beneficiaries without objections.

You cannot register in the track in the following cases:
- If you have exhausted the total support duration (24 months) across all Freelance Support Program tracks, you will not be able to register again in any track.
- If you are permanently disqualified (e.g., due to a second instability case), you will not be allowed to re-register. In such cases, your status across all tracks will be marked as ‘Permanently Disqualified.
