Submitting an Employment Support Application
Get the ServiceThis is an e-service provided by the Human Resources Development Fund. The product aims to incentivize establishments to nationalize jobs by subsidizing the wages of new hires. Additionally, it offers extra financial support to enhance Nationalization in specific professions, activities, sectors, or cities. Additional support is also provided for hiring target groups of job seekers to enable their entry into the labor market.
Service Level AgreementIt is required for establishments to register in the electronic services of the Human Resources Development Fund (for establishments that have an account with the Ministry of Human Resources and Social Development). They can register using the same username and password, and then complete the registration with the following steps:
- Access the Employment Support product.
- Electronically agree to the terms and conditions.
- Specify the bank name.
- Add the establishment's IBAN.
- Completion of Employer and Individual Data.
1.Employee Criteria
When an establishment submits a support request to the Fund, the employee listed in the application must meet the following conditions:
- Must be a Saudi national.
- Must be between 18 and 60 years old (based on the Gregorian calendar).
- Must be registered on the Human Resources Development Fund’s platform.
- Must not be a student or a trainee, according to Ministry of Education’s records.
- Must not be a retiree from either the public or private sector.
- Must not be a business owner or hold a commercial registration.
- Must not be currently employed by another entity or registered under another establishment in the General Organization for Social Insurance (GOSI).
- Must not have previously received employment support from the Fund for a total of 24 months. Employees who previously received support can be re-supported for the remaining period up to 24 months, with a maximum of three support cycles.
- Must not be actively enrolled in any of the Fund's training-to-employment support products. However, beneficiaries of the following programs are eligible: Childcare Support, Transport Support, Professional Certificates Support, Dialysis Support, E-Training, and ‘Maharat’ Skills Path for Job Seekers (after completing training).
- Must be registered in GOSI under the same establishment submitting the support request.
- Must be employed on a full-time basis at the establishment. Remote or part-time work models are excluded.
- The employee's monthly wage (basic salary + housing allowance) must be between SAR 4,000 and SAR 15,000. The support amount is calculated based on the wage registered in GOSI.
- The employee's registration period with the establishment must not be less than 90 days according to GOSI data, calculated from the registration date. The establishment can submit the support request starting from day 91 up to day 180 from the GOSI registration date.
- A support request cannot be submitted to a former employee of the establishment until 6 months have passed since their GOSI deregistration date.
2. Establishment Criteria
- The establishment must not be on the Fund's list of suspended entities barred from receiving support.
- Must accept the terms and conditions and acknowledge commitment to the specific regulations governing the support.
Establishments must register for the e-services of HRDF (for establishments) if they have an account with the Ministry of Human Resources and Social Development. They can register using their username and password, and then complete the registration with the following steps:
- Access the employment support program.
- Electronically agree to the terms and conditions.
- Specify the bank name.
The support duration lasts up to 24 months, calculated starting from the approval date of the support request by the Fund
The minimum salary is 4,000 riyals, while the maximum salary is 15,000 riyals, based on social insurance records.
All private sector and non-profit establishments can benefit from it, provided they are not suspended by the Ministry of Human Resources and Social Development or Human Resources Development Fund.
HRDF provides support that starts with a fixed percentage of 30% of the salary for the employee being hired, applicable during the first two years. Additionally, the establishment may qualify for extra support based on targeted campaigns launched by the fund for specific economic sectors or job titles, such as the following cases:

The total support amount shall not exceed 3,000 riyals for the first two years, or 50% of the monthly salary, whichever is lower, and the full support will be disbursed to the establishment. The fund also specifies an additional support percentage of 10% for targeted activities and professions. You can view the updated list for more information.
