- The applicant for support should not be a regular student, have a commercial record, or be an owner of a facility.
- The applicant must have a valid bank account number (IBAN).
- The applicant must have a valid self-employment document "Guided Transport Vehicle Driver " through the freelance portal.
- The applicant should not be currently supported in the program (job seeker subsidy, on-the-job training program products - job seekers training support associated with employment in the training support program) or any product for which the beneficiary receives a monthly stipend.
- The applicant must meet the requirements and requirements for "qualifying Saudi individuals and their private vehicles to provide transport service through the vehicle routing application service provider" issued by the Transport General Authority.
The Freelance Work Support Product (Directed Transportation) targets individuals working in the passenger transportation sector through apps. It is designed for those fully dedicated to this work and job seekers. It is a result of collaboration between the Ministry of Human Resources and Social Development, the Public Transport Authority, the Human Resources Development Fund, and Future Work Company. The support is provided by the Human Resources Development Fund as one of its initiatives aimed at increasing localization levels by covering the demand in this sector and creating new job opportunities through various work patterns.
The program targets Saudi citizens (male and female) who wish to offer passenger transportation services through apps using their private vehicles. They must not be currently employed in the public or private sectors, must not be regular students, retirees, or have a commercial registration (private business).

- Receive a notification confirming successful registration if all requirements are met.
Yes, anyone interested in working in this activity can join the product by registering and being approved through one of the vehicle ride-hailing apps licensed by the Transport General Authority and qualified for this program. After that, the applicant must obtain a Freelance Work Certificate via the Freelance Platform (freelance.sa) and then apply for the support program through the unified portal of the Human Resources Development Fund (HRDF).
- A monthly financial support is provided to workers in this activity (directed transport track) equivalent to 40% of their total monthly income (based on income data and the number of rides reported to HRDF by Future Work Company, as provided by the Transport General Authority).
- The maximum monthly support amount is 3,000 SAR.
- To be eligible, the beneficiary must remain actively working and generate at least 700 SAR per month.
- An additional preferential support of 10% of the monthly income is granted to females and persons with disabilities, provided that the total monthly support does not exceed 3,000 SAR.
- If the beneficiary fails to achieve the minimum income of 700 SAR per month for three consecutive months for the first time, they will be excluded from the product. However, they may reapply two months after the exclusion date.
- If the beneficiary fails again to achieve the minimum income of 700 SAR per month for three consecutive months for the second time, they will be permanently excluded from the product.
The applicant must:
- Be between 18 and 60 years old.
- Not be employed in the private sector.
- Not be employed in the public sector.
- Not be a full-time student (except for affiliated/part-time students).
- Not hold an active commercial registration, nor be an owner or partner in a business.
- Have a valid and active IBAN at the time of registration.
- Not have already received the full support duration of 24 months from the program.
- Not be active in any other tracks of the Freelance Support Program.
- Not be permanently excluded from any program tracks.
- Not have canceled or been excluded due to instability within the past two months from any track.
- Not be in military service.
- Not be a retiree.
- Not be an active trainee in the On-the-Job Training Program (Graduates Development Product).
- Not be registered or active in any tracks of the Employment Support Program.
- Not registered or active in the Job Search Assistance.
- Not be registered or active in the Training Support Agreements Program.
- Not be permanently excluded from any Freelance Support tracks.
- Be qualified by the Transport General Authority (TGA).
- Hold a valid Freelance Work Certificate in the activity of “Ride-Hailing Vehicle Driver”.
