The program of freelancing financial aid for workers in delivery activities is among the initiatives of the Ministry of Human Resources and Social Development seeking to enhance Saudization (nationalization ( by adopting different working methods and patterns to provide employment opportunities for Saudi men and women and to address occupational exposure in some economic activities. Such promising activities include freelancing for workers in orders’ delivery as one of the most attractive and supportive methods of this tendency.

Product Details

  •  The beneficiary must be between 18 and 60 years old.
  • The beneficiary must not be employed in the private sector (this condition excludes the Flexible Work Track).
  • The beneficiary must not be employed in the government sector.
  • The beneficiary must not be a full-time student, except for “affiliated” students.
  •  The beneficiary must not have an active commercial registration, with ownership status as an owner or partner.
  • The beneficiary must have a valid and active IBAN at the time of registration in the tracks.
  • The beneficiary must not have previously received the full support from the product (24 months).
  •  The beneficiary must not be active in any other track of the Freelance Support Program.
  •  The beneficiary must not be permanently excluded from any of the product’s tracks.
  •  The beneficiary must not have canceled their registration or been excluded due to the instability condition within the past two months in any track.
  • The beneficiary must not be a member of the military.
  • The beneficiary must not be retired.
  • The beneficiary must not be an active trainee in the On-the-Job Training Program (Graduate Development Program).
  • The beneficiary must not be registered and active in any of the Employment Support Programs.
  • The beneficiary must not be registered and active in the Job Search Assistance Program (Hafiz).
  • The beneficiary must not be registered and active in the Training Support Agreements Program.
  • The beneficiary must not be permanently excluded from any track of the Freelance Support Program.
  •  Must be approved by the Transport General Authority (TGA).
  •  Must hold a valid Freelance Certificate in the field of “Delivery Driver”.

It is one of the tracks of the Freelance Support Product supported by the Fund, through which financial support is disbursed to freelancers working in order delivery services via smartphone applications.

The product targets Saudi citizens (male and female) who wish to deliver orders via approved applications using their personal vehicle, provided they meet all eligibility conditions.

  • The beneficiary must be between 18 and 60 years old.
  • Must not be employed in the private sector.
  • Must not be employed in the public sector.
  • Must not be a full-time student; distance-learning and affiliated (part-time) students are exempt.
  • Must not have an active commercial registration as an owner or partner.
  • Must provide a valid IBAN at the time of registration.
  • Must not have previously received the full 24-month support duration for this product.
  • Must not be active in any other Freelance Support product track.
  • Must not be permanently excluded from any track of the product.
  • Must not have canceled or been excluded due to instability within the last two months in any track.
  • Must not be a military personnel member.Must not be a retiree.
  • Must not be an active trainee in the On-the-Job Training Program (Tamheer).
  • Must not be registered or active in any Employment Support product track.
  • Must not be registered or active in the Job Search Allowance Program.
  • Must not be registered or active in Training Support Agreement Programs.
  • Must not be permanently excluded from any freelance support track.
  • Must be accredited by the Transport General Authority (TGA).
  • Must hold a valid Freelance Work Certificate for the “Delivery Services” activity.

Full-time students are not eligible. However, part-time, distance-learning, or affiliated students may apply and benefit if they meet the approved eligibility criteria.

A monthly support amount is provided based on completed trips:

  • Minimum: 30 trips → 450 SAR per month.
  • Maximum: 200 trips → 3,000 SAR per month.

  1. Visit the HRDF portal and select the Delivery Service Track.
  2. Log in via the Unified National Access (Nafath).
  3. Accept the terms, conditions, and privacy policy.
  4. Enter and confirm the IBAN.
  5. Submit the application.
  6. Receive a notification of acceptance if eligibility criteria are met.

No. Applications are accepted immediately once all eligibility conditions are met.

The support duration is 24 months across all freelance tracks combined.

Trip count is calculated from the 20th of the previous month to the 19th of the current month.
Example: For July 2025, trips are counted from 20/06/2025 to 19/07/2025.

Between the 20th and 21st of each Gregorian month. If the dates fall on a weekend, reports appear the following week.

  1. Log in to the Unified Platform through National Access.
  2. Go to the Freelance Work Support dashboard (Delivery Service Track).
  3. Select “Performance Data Details” for the desired month.

Yes, objections can be submitted within 5 days from the date the data is displayed. No objections are accepted after this window.

  1. Log in through National Access.
  2. Open the Freelance Work Support dashboard.
  3. Review monthly performance data.
  4. Ensure the 5-day objection window is still open.
  5. Click “Submit Objection” for the relevant month.
  6. Select the application for which you want to object.
  7. Enter the correct actual income amount.
  8. Submit the request.

The Human Resources Development Fund.

Support is paid on the 5th of the following Gregorian month after the eligibility period. If it falls on a weekend, payment is made at the start of the next week.

Payments for objections are made between the 20th and 22nd of the following Gregorian month. If these dates fall on a weekend, payment is made at the start of the next week.

Verification is instant through the Saudi Central Bank.

The invoice is placed on hold until the beneficiary updates the correct IBAN. The system rechecks IBAN validity before payment on the 27th of each month.
