To provide a program that supports the empowerment of working women, it is an initiative of the Human Resources Development Fund (Hadaf) within the national transformation programs. Saudi Arabia aims to join the labor market and continue in it while it is reassured about the care provided to its children by registering them in the licensed children hospitality service.

  1. To start the registration, visit the Human Resources Development Fund website.

  2. Apply through the "Qurrah" Childcare Support Product page.

  3. The Human Resources Development Fund will then verify the candidate's eligibility and fulfillment of the program's requirements.

  4. After receiving your eligibility notification via email, go to the Qurrah portal at qurrah.sa to register your children in a childcare center.

  • Nationality: Saudi
  • (The basic salary plus housing allowance) is 8,000 riyals or less.
  • Registered in social insurance.
  • Age:15-65 years 
  • Support for maximum of two children for the beneficiary.
  • Age of beneficiary children: up to (6) years.

  • Not registered with social insurance.
  • Monthly salary exceeds 8,000 SAR.
  • Not currently employed. 

A booking request is automatically canceled in two cases: 

  • If the center does not accept the booking request within 48 hours.
  • If the beneficiary does not complete the payment within 24 hours. 

Withdrawal from the product is not possible. However, you can submit a request within three days to withdraw the child from the center, and the center should be notified or coordinated to avoid preparing the child. A cancellation request should be sent to the operator by the mother and the center via email to info@qurrah.sa or through the customer service system (tickets) to ensure the child is not included in the invoice, and only the deducted amount will be refunded to the mother. Note that if there is a completed and paid booking, another booking for the same child cannot be made in the Qurrah system, as double bookings for the same child are not allowed. 

As long as the beneficiary meets the product conditions, she must re-register the product. 

The acceptable formats are PDF and JPEG. 

Reference numbers for transfers are reflected after completing the transfer for all centers. 

The support cannot be stopped. Support starts from the first supported booking and automatically stops if the beneficiary’s or child's eligibility status changes to 'ineligible' due to violating the product terms and conditions. However, the beneficiary can choose not to make bookings, as support is not required if there is no booking for the child. 

When a mother books a service at a center via the Qurrah portal, the center must accept the service within 48 hours of the request to avoid automatic cancellation by the Qurrah system. After acceptance, the mother has an additional 24 hours to complete the electronic payment process to avoid automatic cancellation by the Qurrah system. 

The center should prepare the child from the start date of the service for a period of 3 days. The preparation icon will automatically disappear from the Qurrah system after this period. This can be done by: 

  1. Logging into the center’s page on the Qurrah platform.

  2. going to the support invoices option.

  3. selecting the relevant month.

  4. clicking 'Attendance Confirmed'. 

During the period from the 15th of the following month to the 25th of the month, considering official government holidays.

The total service amount (support + deducted amount from the beneficiary) is transferred directly to the center's account during the period from the 15th to the 25th of the month, considering official government holidays. If the child does not attend and benefit from the service, the center must notify the Qurrah product team to recover the amount. 

Operational fees of 2.5% of the total service price are charged to contribute to activating electronic payment services through the Qurrah platform. 

Yes, the support continues if she meets the necessary conditions for joining the product by re-registering in the product. 

The new mechanism is applied to all beneficiaries.

No, support is provided on a monthly basis according to the Human Resources Development Fund policy. 

Yes, those who meet the product conditions can register. 

Only children with valid custody documents (custody certificate, guardianship certificate, etc.) are accepted. 

Based on the support conditions that the child's age should not exceed 6 years, the system uses the Gregorian calendar for age verification. 

This may be due to one of the following reasons: 

  1. An issue with the e-services of HRDF led to the beneficiary’s ineligibility; in this case, the beneficiary should submit a request through her e-services of HRDF account for the issue to be reviewed by the technical team. 

  1. Failure to meet the Qurrah product conditions. 

  1. The beneficiary has left work and exited social insurance. 

This may be due to one of the following reasons: 

  1. Failure to go to the support icon, select the child for support, and submit the request to the Qurrah team. 

  1. Registration with a center is not approved by the Human Resources Development Fund. 

  1. The beneficiary's ineligibility, where the beneficiary is directed to submit a request through her e-services of HRDF account. 

Yes, support is provided for non-Saudi children of Saudi mothers, and documentation such as the child's residency and birth certificate are required. 

The data will be automatically updated in the Human Resources Development Fund's electronic services as it is linked to social insurance.

Yes, an employee can benefit from both Qurrah and Wessol products at the same time. 

The mother can file a complaint through the Qara portal, and the support team will take appropriate action.

You cannot benefit from a center that is not registered in the Qara portal, but you can request the center to register in the Qara portal. It is required that the center be licensed by the Ministry of Human Resources and Social Development, the Ministry of Education, or the Ministry of Sports.

  • Log in using Nafath.
  • Select "Our Programs" and choose the "Qurrah" product, then proceed with registration.
  • Hadaf will then verify the candidate's eligibility and compliance with the product conditions.
  • After receiving your eligibility notification via email, go to the Qurrah portal.
  • Register on the Qurrah portal and ensure that all required data is completed.
  • Add children (no limit on the number) and make sure to attach all required documents, including a copy of the child’s birth certificate or family card and a photo of the child, then click the "Save Data" button.
  • Go to the support section, select the child to be added to the support, and submit the request to the Qurrah team.
  • The Qurrah team will then verify the child's eligibility and compliance with the conditions and respond within 24 hours during working hours.
  • You can browse the list of centers and choose one with the Hadaf logo.
  • Reservations are made monthly, and you can start the service on any day of the month, provided the booking is with an accredited center.
  • After booking the service and the center accepting your request, your reservation will be confirmed after paying the deducted amount through the portal (within no more than one hour from the time the center accepts the booking), and you will receive confirmation via email and a text message.

The Qurrah Portal is a unified online platform that consolidates everything related to childcare services in Saudi Arabia. It aims to bridge the gap between childcare centers and parents seeking to enroll their children, while also supporting working women in joining and continuing in the labor market. Qurrah also provides support services for the accreditation of childcare centers.
